Bfa dungeons already have somesort of scaling that allows different levels inside the same dungeon party, so that should not really be a problem I guess? Legacy raids would probably become alot longer if not impossible to solo for transmog or pets. Many storyteller LFR legion raid boss are pretty much impossible now at live.
